• From Commitment to Implementation: Recommendations for the EU Relocation Mechanism

  The Berlin Governance Platform (BGP), the International Rescue Committee (IRC), and HIAS Europe call on EU institutions to strengthen relocation efforts and on Member States to prioritize relocations. When implemented properly, relocation accelerates asylum procedures, improves access to assistance, and fosters longterm integration. At a time of highly polarized migration debates, an effective and well-structured relocation system – rooted in fairness, transparency, and meaningful participation – can help shift public perceptions and demonstrate that migration, when managed proactively and humanely, benefits both newcomers and host communities.

• Community Sponsorship as an Integration and Inclusion Accelerator

  This report offers a comparative evaluation of HIAS Welcome Circles in the United States and Europe, which were mobilized as a community sponsorship program for displaced Ukrainians. The report offers lessons for community sponsorship programs to harness demand for ways to support displaced people and offers insights for improving community responses to displacement crises, volunteer mobilization and training, and building community.

• Welcome Circles in Europe for People Fleeing Ukraine

• Asylum Seekers and Refugees in Ukraine

  Ukraine has, for many years, been both a transit and destination country for people fleeing persecution and violence in other parts of the world. In 2021, approximately 5,000 asylum seekers and refugees were seeking refuge in Ukraine or were in transit to the EU. While heterogeneous, they share common vulnerabilities.
