Deputy Chief of Humanitarian Partnership, Policy & Practice

Melonee Douglas serves as HIAS’ Deputy Chief for Humanitarian Partnerships, Policy and Practice (HPPP). In this capacity, she oversees the HPPP Department, which works to build and reinforce collaborative and strategic partnerships on behalf of the organization, leads HIAS’ engagement in inter-agency processes in the humanitarian context and ensures that humanitarian policy and international standards are reflected in HIAS’ programmatic and operational practices. Just prior to this role, she was HIAS’ Regional Director for Africa and Eurasia, overseeing, at the time, the organization’s country operations in Austria, Greece, Israel, Ukraine, Chad, Uganda, and Kenya. Melonee was also HIAS’ Director of Durable Solutions, managing the organization’s direct resettlement referral operations and deployment program, providing technical assistance to programmatic and advocacy staff on all resettlement related matters and serving as the organization’s representative on global resettlement. Prior to working with HIAS, Melonee worked for the U.S. Department of State’s Bureau for Populations, Refugees and Migration (PRM) in Nairobi, Kenya, covering the Resettlement Admissions portfolio for Sub-Saharan Africa and the Assistance portfolio for Kenya. Melonee co-founded Children In Need International, a nonprofit organization whose mission was to provide acute medical care to children in Iraq and served on its Board of Directors until 2014. Melonee also served as the Membership Manager at the Onslow Chamber of Commerce and Executive Director of the Santa Rosa Chamber of Commerce. Melonee received her BA in Foreign Affairs from the University of Virginia and her MA in International Conflict and Security from the University of Kent’s Brussels School of International Studies.
